Sustainability and fiscal policy: bridging economic frameworks for global equity and ecological balance

…ms with ecological integrity and social equity. This paper explores six major sustainability-oriented economic frameworks: Green Growth (GG), Degrowth (DG), Post-Growth (PG), Doughnut Economics (DE), Modern Monetary Theory (MMT), and the Sustainable Development Goals (SDGs). It addresses the question of whether these frameworks can be combined to provide a consistent and comprehensive basis for fiscal policy implementation to enable a just transition. Through a comparative analysis, the paper examines these frameworks’ vision of the economy, their relationship to growth, the role of the stat…

Monetary Sovereignty and Catastrophe Fiscal Capacity: Turkey, Japan, and the Limits of Disaster Self-Insurance

Modern Monetary Theory (MMT) establishes that a government issuing its own floating-rate fiat currency faces no financial constraint on spending, only a real resource constraint. Yet the MMT literature has not systematically examined what this distinction implies for a sovereign’s capacity to absorb catastrophe losses, the fiscal shock that arises when a major natural disaster strikes and uninsured costs fall on the state. The concept of catastrophe fiscal capacity, introduced here,: a sovereign’s ability to finance disaster recovery without triggering a currency crisis, an inflation spiral,…

…risen since the general election, but the hon. Gentleman is absolutely right to highlight that too few young people are getting the chance to move into work and to participate in education. That is exactly what the Milburn report is looking at, and I hope the hon. Gentleman will feed into that. However, we are not waiting for that report; the Government are already acting. That is what the jobs guarantee is doing, and why businesses that employ young people on universal credit will receive £3,000. It is right that there is a moral as well as economic imperative to get young people into work.

Financial Services and Markets Bill [HL]

…endments that the Minister has just described, but I have one note of caution. The drive for innovation, which we all think is a good thing, in many ways also increasingly exposes the UK to a loss of monetary sovereignty, particularly where that innovation has to be brought in from overseas, and gives overseas companies far greater control of the payments systems in the UK. That is one of the ongoing fears that we have had. Scott Bessent has been quite open in saying tariffs are very old-fashioned in controlling western economies’ and that stablecoin is the way to do it. I am therefore cauti…

Skills, Vocational Training, and Further and Higher Education

…renticeship training for eligible under-25s. Next month, £2,000 will be paid to small employers for each new under-25 apprenticeship. November will see the nationwide rollout of the Government-backed job guarantee placement scheme for long-term unemployed young people. Altogether, all this ramps up and translates into half a million opportunities to earn or learn over the next three years. It is not the full answer, but it is getting closer to the scale of the challenge. But success will not just come from investment, but from effectiveness. We need to strip back misplaced red tape and subst…

…to move back into learning or earning. He added that the review by former government minister Alan Milburn on youth unemployment must be a “turning point” for the support offered to young people. The jobs guarantee scheme is a new government programme which has promised to create 90,000 fully funded jobs by 2029, a key part of the government’s £2.5bn drive to tackle high youth unemployment. The first young people have started their jobs under the initiative. It offers a direct route into work for all 18– 24-year-olds who have been claiming universal credit and looking for work for 18 months.…

Russia says it could hit UK military targets over supply of missile technology to Ukraine – as it happened

…ing Ukraine to work with France to produce its own version. Hello, and welcome to our UK politics blog. It’s all work, work, work this morning, with the government sounding a triumphant note over its jobs guarantee scheme to get young people into work, while the prime minister is due to visit Wales to speak to workers and apprentices. The work and pensions secretary, Pat McFadden, declared “work is good for you” during a trip to Boots’s headquarters in Nottingham yesterday, where he met some of the first cohort of 18- to 21-year-olds recruited under the scheme. “It’s bad for your mental heal…

‘Work is good for you’: how UK scheme could help tackle youth mental health crisis

Paid employment can boost confidence and wellbeing, says Pat McFadden as jobs guarantee scheme gets under way Work must be “part of the answer” to the mental health crisis among young people, the work and pensions secretary, Pat McFadden, has said as he met some of the first beneficiaries of Labour’s youth jobs guarantee scheme. He was speaking on a visit to Boots’s headquarters in Nottingham on Wednesday, where several 18- to 21-year-olds were taken on under the job guarantee – with their wages paid by the taxpayer for six months. Some of the recruits were packing and labelling boxes of pro…

Cooling UK labour market ‘questions need’ for Bank of England rate hikes; grocery inflation slows to two-year low – as it happened

…No young person benefits from a race to the bottom – they deserve good, secure employment like anyone else. It’s time for the government to double down on its plans to make work pay, expand the youth jobs guarantee, and stamp out exploitative zero-hours contracts once and for all. The data showed UK wage growth, excluding bonuses, in the private sector slowed to 2.8% – the weakest growth rate since October 2020. Pay growth in the public sector accelerated to 6.1%, reflecting the payment of NHS staff pay rises earlier in 2026 compared to 2025, which distorts the figure. Jake Finney, a senior…

The Political Economy of Modern Monetary Theory: A Marxist Critique

Modern Monetary Theory (MMT) has emerged as a significant heterodox challenge to neoclassical orthodoxy, arguing that sovereign currency-issuing governments face no intrinsic financial constraints and can use fiscal policy to achieve full employment. MMT offers important critiques of austerity and captures genuine operational realities of contemporary monetary systems. A systematic theoretical examination of its foundations, analytical coherence, and policy implications from a Marxist political economy perspective is therefore required. MMT’s framework exhibits four interconnected limitation…

‘The End of Laissez-Faire’ and the Case for Economic Rights

…ynes predicted that capitalism’s fiercest battles would be fought over moral questions and not technical ones. Today, Post-Keynesian and other heterodox economists, particularly those associated with Modern Monetary Theory, propose policies such as a universal job guarantee to mitigate deepening inequalities. Yet, neoclassical economics and the laissez-faire model’s appeal endures. This paper identifies a divergence between neoclassical and Post-Keynesian thought located in opposing views of money and the role of the state. Neoclassical economics conceptualizes money as a scarce commodity an…
