Job Support: Public Procurement
I am grateful to my hon. Friend for bringing the important work of Together Gloucestershire to the House’s attention. It is an excellent example of where social value can ensure that British taxpayer’s money is directed towards delivering British jobs and skills in our constituency. I will ask the Minister and our officials to meet with my hon. Friend and businesses in his constituency.

Pharmacies: Government Funding
…ly available to community pharmacies. There is a strong feeling among local branches that the extraordinary contribution pharmacies made during the pandemic has been forgotten. They are struggling to balance the books, as a number of Members have explained. Community pharmacy funding has fallen substantially in real terms over the past decade. The Government’s recent funding settlement is a welcome step in the right direction, with significant increases announced for ’24-25 and ’25-26 and continued support for services such as Pharmacy First, blood pressure checks and contraception, but we m…

Jaguar Land Rover: Redundancies
JLR’s plan to cut 4,000 jobs is devastating for workers, families and communities in Coventry and across the west midlands. JLR is based in my constituency and its highly skilled workforce is vital to our region’s economy and industrial future. The trade union Unite is right to demand urgent answers and for every alternative to job losses to be explored. The Business Secretary has now met JLR and Unite, so can the Minister tell the House what has actually been secured from JLR, a company that has already been granted £1.5 billion of public money? Will the Department publish the company’s plan…

NHS: Agency Medical Staff
My Lords, while the Minister talks about reduced agency spending, which is welcome, total temporary workforce costs remain largely unchanged, seemingly displacing into bank premiums, overtime and other insourcing. Will the Minister commit to publishing the total combined costs of flexible staffing, so that Parliament can judge whether taxpayers’ money is actually being saved or merely reshuffled within budget lines?

Israel and Palestine
During the debate in this House on 9 July, I and other Members raised our concerns about charities working in the illegal Israeli settlements and, in particular, about the use of taxpayers’ money through gift aid contributions to those charities. As a result, I received a response from the Charity Commission for England and Wales sharing those concerns about the potential impact, including on public trust and confidence in the charity sector, of charities being seen to actively assist in the development or expansion of illegal settlements in Palestine. What more will the Foreign Secretary do,…

Public Sector Productivity
Public sector productivity is improving, with the NHS delivering 3.5% productivity growth in 2025-26, beating its 2% target. The Government will continue to drive public sector efficiency so that taxpayers’ money delivers the best possible public services. In addition, we are investing in AI adoption across the public sector to help realise the overall target of £14 billion of efficiencies by 2028-29, as agreed at the last spending review.

Topical Questions
…risen since the general election, but the hon. Gentleman is absolutely right to highlight that too few young people are getting the chance to move into work and to participate in education. That is exactly what the Milburn report is looking at, and I hope the hon. Gentleman will feed into that. However, we are not waiting for that report; the Government are already acting. That is what the jobs guarantee is doing, and why businesses that employ young people on universal credit will receive £3,000. It is right that there is a moral as well as economic imperative to get young people into work.

Draft Building Safety Levy (Amendment) (England) Regulations 2026
I beg to move, That the Committee has considered the draft Building Safety Levy (Amendment) (England) Regulations 2026. It is a pleasure to serve under your chairship, Ms Jardine. The remediation of residential buildings with unsafe cladding in England is a priority for this Government. Nine years on from the Grenfell tragedy, there is no justification for any building to remain unsafe. Helping residents to feel safe in their homes and to move on from this issue is crucial work. The Government are committing £5.2 billion of taxpayers’ money to the costs of remediation, and the building safety…

Economic Growth
I welcome the Chief Secretary’s statement and her commitment that the British Business Bank’s new fund will not be interfered with politically, because when the Treasury Committee looked at the National Wealth Fund, we were very clear that it needed to be able to get on and do its job crowding in that private investment. There should not be a chop-and-change approach to the policy; it should not be a delivery vehicle for different Government policies, as Governments can change. I have spent my career backing devolution, but there is a challenge here, is there not? The Chief Secretary has to e…

Local Government Reorganisation
I am grateful to the Secretary of State for her statement, but I have to confess to being a bit more confused now than I was when I walked into the room. When it comes to Hampshire, is this a pause or a cancellation? When will we know whether this titanic waste of council taxpayers’ money will re-emerge? The Government’s top-down reorganisation plans have cost councils across Hampshire so much time and money, at a point when finances are already stretched to breaking point. Has she calculated the cost? Will local authorities be reimbursed for the time and money already spent? When will we kno…

Public/Private Partnerships
We will deploy public/private partnerships where it is in the best interest of the Exchequer and of the public to do so, because we need to protect taxpayers’ money. My noble friend is absolutely right, however, that we benefitted under PFI, with those 100 new hospitals, new schools and new health centres. That has to be celebrated. Yes, you learn lessons, but I hope we will go on to see more public/private partnerships in future—but only if it is in the interest of the Exchequer to do so.

Topical Questions
I think the hon. Gentleman will find that we do not shy away from intervention when it is required. We also think that the Government ought to work in partnership with local government and that councils, where they need support, find a partner in central Government. He can be absolutely sure that, when it comes to value for taxpayers’ money and holding the sector to account, the right checks and balances are finally in place.

Financial Services and Markets Bill [HL]
…endments that the Minister has just described, but I have one note of caution. The drive for innovation, which we all think is a good thing, in many ways also increasingly exposes the UK to a loss of monetary sovereignty, particularly where that innovation has to be brought in from overseas, and gives overseas companies far greater control of the payments systems in the UK. That is one of the ongoing fears that we have had. Scott Bessent has been quite open in saying tariffs are very old-fashioned in controlling western economies’ and that stablecoin is the way to do it. I am therefore cauti…

Infants, Parents and Carers Bill
…have manageable caseloads, with a number of families that they could visit at the appropriate frequency and provide the necessary support. However, due to funding reductions and the necessary cuts to balance the books, there are reports that individuals now face mountains of casework and up to almost a thousand families per caseworker or healthcare professional. That is clearly not sustainable and will never deliver the support that those families need. In conclusion, I am honoured and delighted to support the Infants, Parents and Carers Bill. It will not solve every challenge facing familie…

Parcel Delivery Services
…eases. Earlier this year, it warned that the increase in employer national insurance contributions announced in the Budget would cost the business some £120 million. For a company that is expected to balance the books while providing a complex, expensive and reliable weekly service, that is not a trivial sum. It is yet another burden placed upon a business whose quality of service was regrettably already in decline. Royal Mail has missed its first-class and second-class delivery targets for the Government’s first two years in office. Additional national insurance tax could otherwise have gon…

Building Homes and Renewing Communities
I thank the Secretary of State for advance sight of her statement. It is a pleasure to see her again so soon. I join her in thanking those involved in the response to this summer’s wildfires, and applauding their remarkable courage. The Secretary of State is right to note that for far too many people across the country the sense of decline runs deep. In far too many places, organised criminals have taken over the high street, and in far too many cases, a place to sleep is something that people cannot take for granted. The stories I have been told by constituents who have experienced rough sle…

Redditch Police and Fire Station
I am presenting a petition concerning the West Mercia police and crime commissioner’s decision to spend £20 million of taxpayers’ money on a new police and fire station that, despite that significant investment, has neither a permanent front-counter service nor holding cells. I would like to thank the thousands of residents who have signed this petition, both on paper and online. Their support demonstrates the strength of feeling in our community and sends a clear message that a town the size of Redditch deserves a fit-for-purpose police station. The petition states: The petition of residents…

Access to Culture
Celebrating culture as a community can be an incredibly unifying experience, and many people will have enjoyed Notting Hill carnival this weekend, but 636 people were arrested for crimes including sexual offences and possession of weapons. Last year, it cost about £16 million just to police the carnival, and this year a further £4.6 million of taxpayers’ money was provided for additional safety measures. Given those figures, are the Minister and the Secretary of State satisfied that this particular cultural event represents good value for taxpayers? What discussions is the Secretary of State…

…renticeship training for eligible under-25s. Next month, £2,000 will be paid to small employers for each new under-25 apprenticeship. November will see the nationwide rollout of the Government-backed job guarantee placement scheme for long-term unemployed young people. Altogether, all this ramps up and translates into half a million opportunities to earn or learn over the next three years. It is not the full answer, but it is getting closer to the scale of the challenge. But success will not just come from investment, but from effectiveness. We need to strip back misplaced red tape and subst…
