…n by 2029, we have begun rolling out youth guarantees across Great Britain. The youth guarantee gateway is now available in jobcentres. We are expanding youth hubs. We have launched the £3,000 youth jobs grant and are rolling out the jobs guarantee. Youth hubs are a crucial part of our youth guarantee. They bring together the employment skills and wider support that young people need to move into work, training or education. By expanding the network to over 360 locations across the country, more young people will be able to access personalised and wraparound support in their local community.

    Employment Support: Young People

…this House. As I have said, we are putting forward an additional £2.5 billion of investment in the youth guarantee and the growth and skills levy. We have recently announced that we are expanding the jobs guarantee to help eligible young people receiving health-related benefits. They should not be signed off and written off. Another point raised in her question is that too often in these debates, young people are attacked in a negative narrative in which they are described as “snowflakes” and “shirkers”. She is right to say that, given the chance, young people want to work, want to have a fu…

…part of the youth guarantee. They bring together employment and skills, with wider support that often involves housing and health advice. They are an important feature of the Dutch system, where the NEET rate is one third of ours. We are expanding the network to over 360 locations across Great Britain, and the whole idea is to get the help that a jobcentre can provide out of the jobcentre and into the community. There are also other important parts of the youth guarantee, such as hiring bonuses, an extra 300,000 work experience places and a jobs guarantee for the long-term young unemployed.

Birmingham has been piloting a jobs guarantee scheme since April. An employment roundtable that I ran in Selly Oak saw lots of young people who lack confidence in their communication skills to enable them get back into work after being on universal credit for 18 months. Will the Secretary of State commit to publishing how many pilot participants are still in work once the six months is over?

I am grateful to my hon. Friend; I enjoyed the visit to his constituency a few weeks ago to support young disabled people. He is right in what he says about long-term youth unemployment. That is why we have the jobs guarantee, and we will publish a full evaluation of its effects.

…tional £2.5 billion, as part of the youth guarantee, to create up to 500,000 opportunities to earn and learn over the next few years, and we have begun to roll this out across Great Britain. The gateway to the youth guarantee is available in jobcentres. We are expanding youth hubs, we have launched the £3,000 youth jobs grant, and we are rolling out the jobs guarantee for young people who are long-term unemployed. I recently met the first beneficiaries of the jobs guarantee at Boots headquarters in Nottingham and saw the huge difference that having a job made to the young people taking part.

Young People in Scotland: Employment Opportunities

…ernment in Scotland. For example, we have responsibility for the Employment Rights Act and the campaign to make work pay, along with increasing the national minimum wage for young people. We have the jobs guarantee scheme, and we have committed an additional £2.5 billion over the next three years to the youth guarantee scheme, as well as reforming the growth and skills levy. Of course, responsibility for how that levy is spent in Scotland is for the Scottish Government. Therefore, I accept the principle of the argument the noble Lord is making, and we stand ready to work with the Government…

    Fiscal Outlook

…other growth-driving infrastructure—also in some pump-priming, which the noble Lord, Lord Howell, was encouraging us to think about. Taking this approach is responsible: it means the Government will balance the books with a buffer to protect against uncertainty, will control borrowing, and will reduce long-term pressures on our public finances. As the Chancellor said, there is nothing progressive about spending £1 in every £10 on debt interest. I thought the speech by the noble Baroness, Lady Morrissey, was a classic speech from the House of Lords of such insight and expertise about how the…

…risen since the general election, but the hon. Gentleman is absolutely right to highlight that too few young people are getting the chance to move into work and to participate in education. That is exactly what the Milburn report is looking at, and I hope the hon. Gentleman will feed into that. However, we are not waiting for that report; the Government are already acting. That is what the jobs guarantee is doing, and why businesses that employ young people on universal credit will receive £3,000. It is right that there is a moral as well as economic imperative to get young people into work.

Financial Services and Markets Bill [HL]

…endments that the Minister has just described, but I have one note of caution. The drive for innovation, which we all think is a good thing, in many ways also increasingly exposes the UK to a loss of monetary sovereignty, particularly where that innovation has to be brought in from overseas, and gives overseas companies far greater control of the payments systems in the UK. That is one of the ongoing fears that we have had. Scott Bessent has been quite open in saying tariffs are very old-fashioned in controlling western economies’ and that stablecoin is the way to do it. I am therefore cauti…

Skills, Vocational Training, and Further and Higher Education

…renticeship training for eligible under-25s. Next month, £2,000 will be paid to small employers for each new under-25 apprenticeship. November will see the nationwide rollout of the Government-backed job guarantee placement scheme for long-term unemployed young people. Altogether, all this ramps up and translates into half a million opportunities to earn or learn over the next three years. It is not the full answer, but it is getting closer to the scale of the challenge. But success will not just come from investment, but from effectiveness. We need to strip back misplaced red tape and subst…
