A Job Guarantee is a permanent government program that offers employment at a living wage to anyone ready, willing, and able to work in their community. It eliminates involuntary unemployment by ensuring there's always a job available, creating a wage floor that private employers must match or exceed.

The Job Guarantee is a policy proposal where government offers employment to anyone ready and willing to work at a fixed wage with basic benefits. Unlike current welfare systems that pay people not to work, the Job Guarantee creates a 'buffer stock' of employed workers doing socially useful activities. When the private sector is booming, workers leave these jobs for better opportunities. During recessions, the program automatically expands as more people need work. Jobs could include environmental restoration, community care, urban farming, arts programs, and infrastructure maintenance - work that serves public purpose but isn't profitable enough for private enterprise.

Consider Argentina's Plan Jefes program after their 2001 crisis - it provided jobs to 2 million people doing community work, helping stabilize both employment and society during economic turmoil.

The Job Guarantee operates as an automatic stabilizer that expands during recessions and contracts during booms, with the budget adjusting accordingly. Workers perform socially useful tasks like environmental restoration, community care, and infrastructure maintenance. When private sector demand increases, employers must offer better conditions than the Job Guarantee to attract workers, effectively setting a minimum standard of living. This policy leverages the government's role as currency issuer to provide full employment without relying on private sector job creation, addressing both unemployment and underemployment while strengthening worker bargaining power.

Myth

It would be too expensive.

The marginal cost is the difference between unemployment benefits + lost output today and the JG wage tomorrow. Most credible estimates put the steady-state cost in the low single-digit percents of GDP, and it falls in booms automatically.

Common objections

"It would be too expensive" - The program is self-financing as it replaces unemployment benefits while generating economic activity and tax revenue, with costs falling during economic expansions.
"It would cause inflation" - The Job Guarantee actually stabilizes prices by providing a buffer stock of employed workers, unlike demand-driven stimulus that can overheat the economy.
"It's just make-work" - Jobs focus on unmet social and environmental needs like elder care, education support, and green infrastructure that the private sector under-provides.
