The Euro Treasury proposal would let the eurozone issue shared bonds to fund public investment. It is one way to strengthen the euro, not the only one.
Euro Treasury proposal
International · AdvancedBibow's Euro Treasury is a proposed common eurozone institution that would issue shared debt to fund public investment across members, under strict common rules rather than as an open transfer union. Cruz-Hidalgo, Ehnts and Tcherneva extend the idea to finance a eurozone-wide Job Guarantee. It is one option among several: the euro can work with an ECB acting as dealer of last resort and a fiscal framework aimed at full employment.

Detailed explanation
Jörg Bibow's 2013 proposal would create a Euro Treasury issuing common bonds and investing a fixed share of euro-area GDP each year, with member states' contributions set by rule. Cruz-Hidalgo, Ehnts and Tcherneva later suggested using such a body to fund a Job Guarantee across the eurozone. Supporters see a common fiscal instrument as a way to steady the whole euro area. The alternative reform path leaves fiscal policy with member states and fixes the two faults directly: a permanent ECB backstop for national bonds and fiscal rules aimed at full employment.
Common misconceptions
The euro cannot work without a common treasury.
With the ECB acting as dealer of last resort and fiscal rules aimed at full employment, member states can run the fiscal policy their economies need. A common treasury is one option, not a precondition.
